Jacksonville Transportation Authority (JTA) is a multi-prong transportation agency serving Duval County, Florida, including the city of Jacksonville. The agency was established through an act of the Florida Legislature in 1971 & provides fixed-route bus services, an automated people mover/monorail line, auto ferry service, two van services, & paratransit service. The agency also administers the design & construction of city & county maintained roadways & bridges.

System Overview

JTA’s fixed-route bus system comprises of 26 local routes, 3 commuter shuttle routes, 1 weekday express route, & 4 lightened Bus Rapid Transit routes. The BRT Lite routes are referred to as the First Coast Flyer & provide limited-stop service to higher-trafficked portions of Duval County.

First Coast Flyer

While the First Coast Flyer is considered as BRT Lite, it does provide limited-stop service across its four corridor routes, stylized stations, & specially branded buses. The First Coast Flyer network was first envisioned in the late 2000s, with the first line (the Green Line) opening in 2015. The second line (the Blue Line) followed in 2016, followed by the third (the Red Line) in 2018, & the fourth (the Orange Line) in 2020.

Prior to the Covid-19 Pandemic, the Green, Blue, & Red Lines all operated 10 to 15 minute service during the day on weekdays, 30 minute service on weekday evenings & during the day on weekends, & 60 minute service during late nights.

Current frequency for all lines is every 15 minutes during the day on weekdays & every 30 minutes during weekday evenings & all day on weekends. Please check the JTA website for up to date schedules. For convenience, I’ve linked all fixed route schedules in the System Routes section below.

The Skyway

JTA’s Skyway Monorail is an elevated automated guideway that uses paired variants of the UM III monorail vehicles. The vehicles were originally were originally supplied by Universal Mobility Incorporated & my understanding is that there were originally six vehicles that ran on the two-branch system. The UM III technologies were later acquired by Bombardier Transportation in 1989 & the same vehicle type (though single units) operated at Tampa International Airport’s Short-Term & Long-Term Parking Garages between 1993 & 2020. Because the trains are considered obsolete & breakdowns occur often, only two trains currently operate.

The Skyway currently only operates on weekdays. However, there is weekend service during select downtown events. JTA will normally post on their social media channels a few days ahead of time as to when the Skyway will operate on an upcoming weekend to help get people to & from a particular event.

The St. Johns River Ferry

The St. Johns River Ferry is an auto ferry service that allows customers to cross the St. Johns River between Mayport & St. George, where no bridge crossing exists along State Hwy A1A.

Ferry service between the two points dates back to the 1870s, with several changes in operation throughout the years. In 2016, the JTA assumed full ownership & operation of the ferry.

The ferry operates 7-days-a-week with departures roughly every 30 minutes. Please check the JTA website for up to date schedules. For convenience, I’ve linked all fixed route schedules in the System Routes section below.

ReadiRide

ReadiRide is JTA’s ride request van service, comprising of 14 different zones throughout Duval County. ReadiRide is meant to be a neighborhood connector service of sorts – meaning that the originating point & destination point must be within the same zone.

ReadiRide service is available Monday through Saturday & requires a 2-hour minimum advance window. Customers may call (904) 265-6999 to schedule a reservation.

Express Select

Express Select connects Clay, Nassau, & St. Johns Counties with weekday, peak-direction, intercounty express service in & out of downtown Jacksonville using executive style Ford E-450 cutaway vans. Each van is equipped with comfortable seating, USB charging ports, & Wi-Fi access.

Clay Community Transportation

JTA also provides flex-route based cutaway van service in Clay County to allow customers to get to & from appointments, shopping, work, education, & other daily tasks.

Like many flex-route services, CCT allows customers the flexibility of door-to-door service through deviations & the simplicity of walk-up service from designated stops.

Network Structure & Transfer Points

JTA’s fixed-route system comprises of a hybrid structure where some transfers are done at key intersections, while others are performed at hub locations. The primary transfer hub is the Jacksonville Regional Transportation Center (JRTC) – located in the LaVilla section near the heart of downtown Jacksonville. This facility serves about 23 bus routes, plus the Skyway, & Express Select services. The JRTC also serves as JTA’s administrative office center & is right across the street from the city’s intercity bus terminal – serving Greyhound & Flixbus services, as well as the Prime F. Osborn III Convention Center.

The JRTC opened on April 28, 2020 – yes, right at the height of the Covid-19 pandemic. Grand opening plans had to be significantly altered to ensure the safety & well-being of customers, employees, & others within the city. The opening of the facility was pushed back from March 30, 2023 due to pandemic-related lockdowns.

The JRTC currently serves Routes 1, 3, 4, 8, 10, 11, 12, 13, 14, 16, 17, 18, 19, 21, 22, 23, 25, 27 (limited trips), 53, all First Coast Flyer routes, all Express Select services, & the Skyway.

  • Regency Square Mall: Routes 10, 18, 19, 23, 202, & the First Coast Flyer Red Line.
  • FSCJ Kent Campus: Routes 31, 32, 50, 80, & the First Coast Flyer Orange Line.
  • Avenues Park-N-Ride: Routes 23, 27, & the First Coast Flyer Blue Line.

Holiday Schedule

JTA operates a Sunday-level schedule on most major holidays. However, the Skyway, Express Select, CCT, & ReadiRide do not operate.

Vehicle Fleet

JTA uses a large fleet of Gillig Low Floor buses, with some being of the BRT styling & many others being of the BRT Plus styling. Almost 2/3 of the fleet is fueled by Compressed Natural Gas (CNG). Below are the different variants of Gillig buses that JTA currently operates:
